This is the ION-DTN project ("ion-dtn")
This project is hosted by SourceForge.net. The project team describes it as:
The Interplanetary Overlay Network (ION) software distribution is an implementation of Delay-Tolerant Networking (DTN) architecture as described in Internet RFC 4838. It includes implementations of the DTN Bundle Protocol, the Licklider Transmission Protocol, the new "streamlined" Bundle Security Protocol, bundle-in-bundle encapsulation, Bundle Streaming Service, and two CCSDS application protocols that have been adapted to run over the BP/LTP stack: the CCSDS File Delivery Protocol and Asynchronous Message Service. If you're interested in the use of Delay-Tolerant Networking in space flight operations, check out the Interplanetary Networking Chapter of the Internet Society: ipnsig.org. FreeBSD users please note: FreeBSD seems to have gotten ahead of ION a bit. We are working on getting the ION FreeBSD port working again, but for now there are several ION daemons that don't work in a modern FreeBSD environment. Please post to the mailing list if you urgently need this fixed.

These services are provided to projects and their end-users free-of-charge.
Of benefit to users, Open Source software is licensed so you can download and use the software free-of-charge. The source code for this software is made available free-of-charge, you (or a programmer you hire) can make changes to this software to better meet your needs, and you can release your changed code back to the community passing the benefit on to other users.
